The ILC’s central region – the bits of accelerator and other technology around the point where particles will collide – will get special attention at the upcoming ECFA Linear Collider Workshop in Santander, Spain. But changes to the design, civil engineering issues and detector topics also feature on the agenda. ILC Director Mike Harrison looks forward to seeing his colleagues face to face, rather than by video.

For the ILC, 2014 was a year of progress in many areas, but the most important activities were centred in Japan, where Japan’s Ministry of Education, Culture, Sports, Science and Technology has started deliberations to evaluate the physics justification as well as the scope and cost of the project. The past year also featured nice results from the ATF2 facility in Japan and the XFEL in Europe. Mike Harrison, associate director for the International Linear Collider in the Linear Collider Collaboration, didn’t avoid the temptation to look back before looking ahead to 2015.

Design and Cost Board Peter Garbincius, chair of the GDE Design and Cost Board, presented their ongoing work. The Work Breakdown Structure (WBS) provides templates to each GDE working group and helps them define their cost estimates. "The main issues of this group is to make sure that the final system will be consistent and acceptable for everyone. ", said Garbincius. "In principle, the WBS we made should be applicable to every sub-system." The board will make sure each group identifies the major costs. Once the cost drivers are identified, the board will assess if they can be reduced. "Another issue is to encourage the group to provide the Change Control Board with a certain level of details on major items, to reduce uncertainty in the global machine cost", said Garbincius. To help them, the Design and Cost Board will provide a "recipe" for cost estimation.

As the Baseline Configuration Document (BCD) becomes semi-stabilized, the canonical mission of the Change Control Board (CCB) is to act as a body to make decisions on important changes to the baseline configuration, if and when necessary. Nobu Toge is assigned to chair this board.

Last month in Frascati, GDE Director Barry Barish announced the establishment of the Design Cost Board with Fermilab's Peter Garbincius as chairperson. The primary role of this board is to oversee the preparation of the Reference Design Report, a document to be developed by the end of 2006, which will include a detailed design and cost estimate for the International Linear Collider.

Last week at Frascati, we successfully established the baseline configuration that will serve as the basis for the ILC reference design and costing to be carried out next year. There was consensus on most decisions.
